NSA Doval Calls for ‘No Double Standards’ on Terrorism at Russia Security Forum

India’s National Security Adviser Ajit Doval on Thursday called for decisive global action against terrorism, saying there could be “no double standards” in combating the threat, during an international security forum hosted by Russia in Moscow.
Doval made the remarks while addressing the first International Security Forum and the 14th Meeting of High Representatives for Security Matters, according to the Indian Embassy in Moscow.
The event was hosted by Sergei Shoigu, Secretary of the Security Council of the Russian Federation, and focused on global security challenges in an emerging multipolar world order.
“(The) NSA stated that there cannot be double standards in the fight against terrorism. Responsible nations have to evaluate their choices and decide whether they support sponsors of terrorism or counter them with decisive action,” Indian embassy said.

The Indian NSA also called for reforms in global institutions established after World War II, arguing that existing international structures are no longer equipped to effectively address modern security threats.
He stressed that reforms should provide greater representation to countries of the Global South and reflect their perspectives in global decision-making.
Addressing instability in West Asia, Doval underlined the importance of safeguarding international maritime trade routes, including the Strait of Hormuz and the Red Sea, amid growing regional tensions.
“The safe and uninterrupted movement of trade through international waterways is essential,” he said.
The Strait of Hormuz and the Red Sea remain critical global shipping corridors, carrying a significant portion of the world’s energy supplies and commercial trade. Prolonged disruptions linked to regional conflict have raised concerns over global energy markets and supply-chain stability.
On the sidelines of the forum, Doval held talks with Shoigu, where the two sides reviewed bilateral cooperation in defence, security, energy, and trade, the Indian Embassy said.
They also discussed preparations for the upcoming meeting of BRICS national security advisers, scheduled to take place in New Delhi later this year.
Doval’s visit comes amid heightened geopolitical tensions, including the ongoing Russia-Ukraine war, instability in West Asia, and increasing competition among major powers over the future shape of the global order.
The Russia-Ukraine conflict, now in its fifth year, continues to strain Moscow’s relations with Western nations while impacting global energy, food security, and geopolitical alignments.
Earlier this week, India’s External Affairs Minister S. Jaishankar met Ukrainian Foreign Minister Andrii Sybiha in Cyprus, where both sides discussed the war and ongoing diplomatic efforts aimed at securing a “comprehensive and lasting peace.”
India has consistently advocated dialogue and diplomacy to resolve the Ukraine conflict while maintaining ties with both Moscow and Kyiv.
