Two Held in Gurugram Over Alleged Deepfake Video of Punjab CM Bhagwant Mann; Probe Underway

Gurugram, Haryana, June 24: Gurugram Police have detained two individuals in connection with the creation and circulation of an alleged deepfake video featuring Punjab Chief Minister Bhagwant Mann. The arrests were made following a complaint received by the police regarding the viral circulation of the manipulated content.
Addressing the media, ACP Crime Naveen Sharma said that the police acted swiftly after receiving information about the video. According to investigators, the accused allegedly fabricated and disseminated the video using advanced digital tools without operating from any government-recognised forensic or technical laboratory.

"We received a complaint regarding a viral video. During the investigation, two individuals were taken into custody, and their interrogation is currently underway," ACP Sharma said.
One of the accused has been identified as Ankit, a cyber expert who was reportedly working with the National Investigation Agency (NIA) on a contractual basis. The second accused has been identified as Arun.
According to the police, preliminary investigations suggest that the duo allegedly created a manipulated video portraying Punjab Chief Minister Bhagwant Mann and circulated it online. Authorities are currently examining the technical aspects of the video and the circumstances under which it was produced.
ACP Sharma further stated that during questioning, the accused allegedly disclosed that they were paid ₹10 lakh for carrying out the task. They also reportedly indicated that certain officials from a neighbouring state may have been involved in the matter. However, police have clarified that these claims are still under investigation and have not yet been independently verified.
"The accused stated that they were given ₹10 lakh for this work and mentioned the involvement of certain officials from the neighbouring state. Whatever additional details emerge during the investigation will be thoroughly verified with forensic experts," Sharma said.
Police officials emphasized that the investigation remains at a preliminary stage and that forensic analysis will play a crucial role in determining the authenticity of the allegations, the extent of the conspiracy, and the identities of any additional individuals who may have been involved.
Concerns Over Deepfake Technology
The case has once again highlighted growing concerns over the misuse of artificial intelligence and deepfake technology to create misleading or manipulated content involving public figures. Experts have repeatedly warned that such content can influence public opinion, damage reputations, and pose significant challenges for law enforcement agencies.
Authorities have indicated that digital devices, communication records, and financial transactions linked to the accused are being examined as part of the ongoing probe.
Further legal action will depend on the findings of the forensic examination and evidence collected during the investigation.
